Designed by Arch. Nguyen Van Tat and his associates from TAD Architectura, the project of Administrative Center of district 10 has changed many people's thinking about a public power agency in Vietnam. This project won the National Architectural Award for having research and creativity with modern, simple architectural forms but still reaching strong level necessary to the structure with the use of the government and friendly to people. As a large architectural ensemble (including the People's Council - People's Committee and District Party Committee) but it still achieves elegance and stateliness of a civil authority administrative agency. The curved structure of the main building block appears an optimal solution, satisfying the tough challenges: The actual state of People's Committee’s building block is retained, the office of People's Committee and that of District Party Committee located on long site without losing the strong focus; To create an architectural image of unusually excellent contrast although mandatory standard is to have the same nature for lower floor while long streets encircle tightly; To create a solemn setback for both People's Committee and District Party Committee to the street, from the natural correlation between the curved block and rectangular site.

The administrative concentration was researched through interpretation by a radial interior space as the top communication center. Complex chains of use are interlaced but the continuous independence retained: Line of Civil Administration – Committee’s apparatus;  Line of Guest - People's Council;  Line of Guest - Hall – Committee’s staff – District Party Committee’s staff;  Line Guest – District Party Committee’s apparatus;  Line of Committee’s internal staff – District Party Committee’s staff.

The condensed architectural Image conveys a consistent, simple symbol of administrative function, stateliness of the public authority and leadership, serene and close as the motto “government for citizen, to citizen”.
