CON DAO SPECIAL ECONOMIC AND TOURIST ZONE

TAD’s consideration: For past decades, Con Dao has been paid many great attentions by State, but plans and planning of developing Con Dao have been slow or unfeasible. The reason why is not to overcome a lot of following paradoxes: Although being a bulky revolutionary heritage, an ecological area of very beautiful forest-mountain-sea, its tourism may not be propagated due to the contradiction between protection and exploitation; For land fund is too small, population is not crowded, infrastructure is isolated, it’s difficult to maintain its role as administrative unit, accordingly, how is it exploited economically? To overcome this state, it's necessary to have “ANOTHER WAY TO RAISE ISSUES, ANOTHER WAY TO THINK” about the development of Con Dao to get “A HEIGHT OF NEW VALUE AND HIGHER FEASIBILITY”. So the thought of planning of the structure for a “CON DAO SPECIAL ECONOMIC AND TOURIST ZONE” with the objective of reserving the largest dynamic source for an economic mechanism rather than an administrative mechanism at rural district level. This immediately brings an effectiveness:

-    A decrease in residential and administrative land structure: 40%;

-    An increase in service land structure: 40%.

And the burden of preserving and keeping Con Dao Prison Heritage as well as environment of primeval forest and sea become an attraction of economic motive. All will not be a paradox, but an “IMPOSING HISTORICAL PARALLELISM”. A parallelism between: Preservation and exploitation; Preservation and business propagation; Creating maximum jobs with a minimum population; Harmonizing tourist emotion and honor .
